Governance

Governance

The Lava Beds Butte Valley Resource Conservation District (LBBVRCD) is a local special district formed under California Public Resources Code Division 9. As a non-regulatory entity, LBBVRCD is governed by a volunteer Board of Directors committed to promoting sustainable land management and natural resource conservation in our region.

Board of Directors

Our Board of Directors is composed of local landowners, agricultural producers, and conservation-minded community members who guide the strategic direction and oversight of the district. The Board meets regularly to make decisions regarding budgets, project approvals, funding opportunities, and operational priorities.

Current Board Members:

  • Mike Byrne – Chair
  • Sid Staunton – Vice Chair
  • Scott Seus – Director
  • Steve Lutz – Director
  • Ray Ackley – Director

District Management

Hanna Chittenden, District Manager
Hanna oversees day-to-day operations, project development, grant management, and partner coordination. She brings a background in landscape-scale conservation, collaborative watershed management, and rural community engagement.

Transparency and Accountability

LBBVRCD is committed to transparency and good governance. As a public agency, we follow California’s Brown Act for open meetings and the Public Records Act for document access. Annual financial reports, budgets, and meeting agendas/minutes are available upon request.

Public Participation

Community input is welcome and encouraged. If you're a local landowner, resident, or stakeholder interested in getting involved or attending a meeting, please contact us or visit our Events & Meetings page for upcoming dates.
